Registrar & CEO

Linda Lacroix, OCT

Linda Lacroix, OCT, is a seasoned educator with more than 30 years of experience in the education sector. She was appointed Registrar & CEO in 2023 after serving as the College’s Interim Deputy Registrar and prior to that, Director of Investigations & Hearings.

As Registrar & CEO, Linda has led the organization through significant strategic and operational transformation, including the development and launch of a new Strategic Plan that clearly defines principles of truth and reconciliation, equity, diversity, inclusion and access as foundational to the College’s purpose and priorities. She has championed modernized corporate practices and implementing key performance benchmarks, while prioritizing collaboration, employee engagement, and building stronger connections with education system partners.

During her career, Linda has held several leadership positions, including Director, French Language Teaching and Learning Branch at the Ministry of Education and superintendent of education for the Conseil scolaire public du Nord-Est de l’Ontario. She also worked as a school principal for 15 years and has been a member of various provincial committees and networks, as well as community-level initiatives.

Linda holds a master's in education from the Université d’Ottawa, and a bachelor’s degree in education as well as a bachelor of arts from Laurentian University.

Jamie Robertson, OCT
Deputy Registrar

Jamie Robertson, OCT

Jamie joined the College as Director of Investigations & Hearings in September 2022 and was appointed to the role of Interim Deputy Registrar in January 2023.

Jamie came to the College with significant experience in public education, benefitting from a variety of roles with the Peel District School Board, Limestone District School Board and also the Calgary Board of Education. He has been a classroom teacher, Principal, and Superintendent. He gained significant leadership experience in Human Resources in Peel.

Jamie is an Ontario Certified Teacher, and he holds a Bachelor of Education from the University of Alberta and Master of Arts in Education Policy and Administrative Studies from the University of Calgary.

Hollis Sinker
Director of Corporate Services

Hollis Sinker

Hollis is a senior leader with extensive experience in higher education, operational leadership, and communications. She has driven large-scale organizational changes, optimized service delivery across a variety of corporate services, and aligned cross-functional initiatives with institutional priorities. She is also well-versed in governance, stakeholder engagement, and marketing.

Most recently, Hollis served as Executive Director of the Centre for Career Design at York University’s Schulich School of Business (SSB). There, she successfully developed and executed several high-profile initiatives, including a full-scale rebranding and restructuring, while also enhancing engagement with students, faculty, and external partners to support improved service equity, reputation, and operational efficiency.

Prior to her Centre for Career Design role, Hollis held increasingly senior positions at SSB, including Associate Director of Undergraduate Programs Services, Assistant Director of Recruitment & Admissions, and Executive Director of Student Services & International Relations.

She has also held creative services and marketing roles with Second City and Diamond, an integrated marketing agency.

Hollis holds a Master of Business Administration in Strategic Management from SSB, as well as an Honours in Business Administration, Marketing from Western University’s Ivey School of Business.

Sal Shahid
Director of Information Technology

Sal Shahid

Sal joined the College as Associate Director of Information Technology in May 2024, and was appointed to the Senior Leadership Team in July 2025.

Sal is a knowledgeable leader with multi-faceted IT and infrastructure experience in a variety of sectors, including public service, consulting, governance, finance and business services.

Before his arrival at the College, Sal held progressively senior roles with several organizations including Siemens Canada, Barrick Gold Corporation, Deloitte Canada, KPMG Canada, and Carefor Health and Community Services.

 Sal holds a Bachelor of Computer Science from the University of Windsor and a Diploma in Object-Oriented Programming and Networking from George Brown College.

Andy Rosenhek
Director of Investigations and Professional Conduct

Jamie Robertson, OCT

Andy Rosenhek is a bilingual lawyer with significant expertise in administrative law and the College’s disciplinary processes. Prior to joining the College in 2014, he served as a judicial law clerk for the Justices of the Supreme Court of Ghana, helped develop human rights policy while working for the Permanent Mission of Canada to the United Nations in Geneva, and worked for a boutique litigation firm in Toronto.

Andy is committed to the College’s public interest mandate and has dedicated his career to the protection of students. He is a recognized leader in the area of professional discipline within Ontario’s regulatory community. He co-founded the Adjudicative Tribunals Network to facilitate the sharing of best practices and emerging trends among disciplinary tribunals in the province. He has served in leadership roles at the College, including Manager of Tribunals and Interim Manager of Policy and Governance. In these roles, he modernized and streamlined the College’s hearings processes, consulted on the College’s progressive regulatory governance reform, and collaborated with the Ministry of Education and other key stakeholders to address pressing issues that impact Ontario’s education system.

Andy obtained his Common Law and Civil Law degrees from McGill University, where he also completed a Bachelor of Science (Psychology) degree.

Stefanie Muhling, OCT
Director of Membership Services

Stefanie Muhling, OCT

Stefanie Muhling, OCT, joined the College in 2018 and has held progressively senior roles, including her recent position as Manager of Standards of Practice and Accreditation. In that role, she led key initiatives such as the development of a revised Additional Qualification (AQ) guideline template that introduced a criterion-based approach to the AQ accreditation process.

Stefanie brings a collaborative leadership style to her current role, along with a focus on continued process and technology modernization efforts to provide Ontario Certified Teachers and applicants with an improved overall experience with the College.

Prior to her time at the College, Stefanie worked as an Education Officer for the Ministry of Education, where she supported the New Teacher Induction Program (NTIP) for French-language school boards. She also coordinated a bilingual teacher education program, contributing to policy and program development. Her diverse career spans teaching and leadership roles in schools from the Eastern Arctic to downtown Toronto.

An Ontario Certified Teacher with Principal and Supervisory Officer qualifications, Stefanie holds an MA and PhD from the Ontario Institute for Studies in Education. Her academic contributions include research on associate teachers and teacher professional learning, as well as quality assurance in language education.

Saran Ragunathan, OCT, JD
Director of Policy, Governance and Tribunals

Saran Ragunathan

Saran joined the College in 2012, serving as a Policy Analyst for nearly a decade, and played a critical role in the implementation of numerous high-profile initiatives through the development of regulatory amendments, supporting the development of the Accreditation Resource Guide and providing strategic advice to minimize risks to the profession and the College.

Saran was promoted to the role of Manager of the Accreditation Unit in early 2023. As Manager, he worked closely with his team to support the Accreditation Committee. Saran also worked closely with stakeholder groups, such as the Ontario Association of Deans of Education, the Independent Deans and Directors of Education of Ontario, the Ontario Teachers’ Federation, the Council of Ontario Directors of Education, and the Ministry of Education to move sector wide initiatives forward.

Prior to joining the College, Saran worked as a lawyer at Fraser Milner Casgrain LLP (now Dentons). Saran holds a Juris Doctor from the University of Western Ontario, alongside a Bachelor of Education and an Honours Bachelor of Arts from the University of Toronto.

Anna-Marie Nielsen, OCT
Director of Standards of Practice and Accreditation

Anna-Marie Nielsen, OCT

Anna-Marie Nielsen, OCT, is the College’s Director of Standards of Practice and Accreditation. Anna-Marie joined the College’s Accreditation Unit as a Bilingual Program Officer in 2015, during the transition to the four-semester initial teacher education program. Later, as Manager of the Accreditation Unit, she demonstrated continued leadership by guiding her team through accreditation reviews of more than fifty initial teacher education programs across Ontario.

Prior to joining the College, and informed by her academic background in science, Anna-Marie worked as a Curriculum Developer and Pedagogical Reviewer in elementary mathematics for the Ministry of Education. In addition, she was a curriculum consultant in such diverse areas as science, numeracy, instructional technology, and environmental education. She has also worked as a math content reviewer for the Education Quality and Accountability Office and acquired rich classroom experience teaching students from kindergarten to Grade 12.

From 2005-2006, Anna-Marie facilitated courses on patterning and algebraic reasoning as a visiting lecturer at James Cook University’s Faculty of Education. She has also developed and taught online Additional Qualifications courses for providers in Canada and the U.S.

Anna-Marie is also an experienced presenter who represents the College at national and international conferences. She is currently the Chair of the Association of Accrediting Agencies of Canada and she serves on the Physiotherapy Education Accreditation Committee.
